The primary purpose is to train Obliterators and research the upgrade that enables the player to summon the Bloodthirster ability. Construction costs 250 Requisition and 125 Power. The building features 3000 Hit Points and like all artificial constructs, it has no Morale.

Projects an aura that increases your units' regeneration rate, and hurts enemy morale regeneration.
Equips Obliterators with Personal Teleporters, enabling teleportation. Allows Obliterators to teleport short distances, even over impassable terrain.
